Buying a used phone

If I buy one from someone on Craigslist... And I get it activated before the purchase... Can it later be reported stolen? Can the carrier then shut off the phone?

Once you get it activated, it cannot be reported stolen by the previous owner.

Great! That makes sense because otherwise you could make people's lives miserable by reporting their phone stolen... But thought I'd make sure!!
