Encryption in an App?

Hi Guys,
I was curious about the "Does your program contain any encryption"
question when submitting an app, so I went ahead and wrote a file
encryptor.

Does the US export law apply if you do not sell your App in the US?

I wonder if the servers for other English speaking countries are local,
and whether these regulations still apply.
I think that in Australia, apps are still downloaded from US servers.

Otherwise I'm driven enough, and will go through the legal rigmarole.
