In the webpage Apple still list the iPad mini as 3-5 business days. But I ordered a personalized 32GB yesterday (Sunday for me, Monday for China) and it is already in transit (Tuesday in China). From my experience it is common to get next day shipping for personalized items, when they are in stock.
I guess it is only a matter of days that this is officially reflected in the webpage.
