MacBook Air (Mid 2012) menu bar doesn't appear at startup
I have an 11-inch MacBook Air and whenever I turn it on the dock and files on the desktop will appear but not the menu bar itself. It shows up when I open an application like Safari for example. Other than that, whenever I turn it on, it doesn't appear automatically.

Mountain Lion Bug, nothing you can do about it, except wait and see if Apple fixes it.
