What are the chances that if an app hasn't been updated for iPhone 5 that they will be soon? Looking at you Paper toss and Jenga. Both haven't been updated in a long time. Do developers just stop putting research and money into an app

The question you should be asking yourself is, why would you want Paper Toss to be updated?

Jokes aside, if they haven't updated by now, it's very unlikely that will update to the iPhone 5 resolution. For text based applications like Twitter, its relatively easy for the developer to update to a new resolution. But for games like the ones that you have mentioned, it often requires significant resources/time to update to a new resolution as new graphic renderings and UI elements need to be developed. Given that the iPhone 5 was released about 4 months ago, it's more likely that the developers are instead allocating resources to new projects.
