iPhone 5 iOS 6.1 Keyboard shortcuts won't save or work

I restored a brand new replacement iphone 5 with the backup and keyboard would not even save the shortcut, meaning it saved it you go back in and its gone a minute later, I did a full erase and setup as new phone and its doing the same thing...nobody else has this issue, what can it be?

Turn off my settings/icloud/documents and data.

Turning off Turn off my settings/icloud/documents and data.
made my shortcuts work instantly.
I turned it on again and it stopped working again.
Turned it off again – worked.
Turned it back on again and it seems to be working now. Hopefully stays this way.
