i restored my phone and its been dowloading my old

pics and it still is stuck on 404 of 1659
is it safe to restore again? the last back up was on my phone and if i stop restoring it says all data will be lost. what can i do?

It is just restoring from the back up or the pics in your library. So stopping it will not ruin your data; unless you run another backup which might overwrite your current one.

i restored it last night and its been downlaoding my back up pics for like about a day now. anything i can do

Pull the plug, its hung up on an error. As long as you dont touch the back up you will be fine.
