I dont believe it does, if you mean the textview itself extends past the bounds of the viewable screen, it only becomes scrollable when text extends beyond the viewable portion of the textview itself

Why would you set the textview up to display beyond the bounds of the window? Why not just set it so that the bottom (assumed based on the need for scrolling) is at the bottom of your window?

Just because I have some text views in my app and I'm too lazy to make sure the user can see all of the text views.
