General Pocket-like rotation lock button

I just noticed that if you have rotation lock disabled and rotate your iOS device you get a small icon in the middle of the app which you can tap to lock the orientation to the way you have it. This is very handy and I was wondering if there's a system wide tweak that does this?

Please don't suggest an activator/NCSettings/SBS or something like that because I'm looking for something like the Pocket app way of doing it.
