I bought a used mid 2011 13" Air off craigslist and with just normal use on the internet I am getting 2.5-3 hours, give or take a little. This seems really bad, I have owned other macbooks(Pro and Airs) that got better. The battery cycle is 190 and the % is 86

That sounds pretty low. With just browsing (assuming no Flash or videos), you should get almost double that.
Start Activity Monitor app and show all processes then the CPU tab and to sort by CPU usage, then tell us what you see. Are there any apps running there chewing up a bunch of CPU cycles?
