iPhone Contacts deleted

My iPhone 4 contacts were deleted today. I do have iOS 6.3.1 installed. I tried to restore from iCloud and the contacts came back for a while until the phone started reinstalling the apps and now they are gone again!

Please any suggestions?

Try a hard reset. Power and home button pressed until apple logo shows.
