Quick question regarding new alerts on AT&T carrier update

Got the new carrier settings update sent to my iPhone 5 regarding amber alerts and the such. When these alerts are sent to the phone if it is on silent does that mean that no sound is heard? Or does the alert override the ringer off switch?

"A Wireless Emergency Alert will look similar to a text message and will be short (no more than 90 characters) and easy to read. The alert will provide basic information or instructions on safety or security issues.
The alert will be accompanied by a unique attention signal (could be very loud) and a vibration cadence that is helpful to people with hearing or vision-related disabilities." -ATT website

It over rides any mute settings.

After speaking with a friend who is with a carrier supporting these alerts in the U.S., if your phone is muted then it will only vibrate. The alerts will not override your mute setting.

I turned them off after getting my first amber alert - phone was extremely LOUD and gave me quite a fright.
