What are your page outs looking like?

Free ram is wasted ram, so I'd not be concerned with what's free or not.

The screen shot doesn't really show much, and its difficult to see the details.

Are you actually experiencing a problem? If so, please share it.

I have not taken the time to read about Mavericks memory management yet, I am not even going to try to explain what you are seeing there.

From what I can gather, Mavericks reports most of the RAM as being used. Generally.
This is going to freak out people who monitor their own RAM all the time.

However, it's not clear whether the data in Activity Monitor is accurate. You'll have seen bugs reported about it on the Apple beta forums.

Yes I had this happen one time as well, went away after a short bit. I'm still not sure what caused it.

The only numbers you need to pay attentions to are "Swap Used" (page out) and "File Cache".

"Swap Used" is memory being swapped from disk. Even the fastest flash storage is 10-50 times slower than RAM, so you want this number to stay at 0.

In theory, "File Cache" is supposed to be reclaimed as free memory as needed, but in 10.7 and 10.8, it wasn't being freed quickly enough, causing page outs. DP2 has been pretty good in this regard so far.
