You can download it from Apples developers page. You have to be a registered developer/your UDID of the iPad has to be registered to a dev account with Apple in order to install iOS7 betas

Yeah, tried logging out and back in, no dice. Perhaps it's just the version I'm trying (iPad 3rd gen, VZ LTE)

Are you a registered apple dev? ie. Pay the 99 dollars a year for the dev account. IF not that thats why it says access denied

Yes, you have to be a developer. I don't know what you paid $8 for. I'm guessing you're not a developer. Not sure what you paid for.

Yeah, the WiFi 3rd gen works, just not cellular.

Since apple provides the links to developers who have have a paid ADC membership there's no need to have any threads here asking for such links.
