photoshop with 2 GB ram. thats not going to be fun
the simplest of photoshop activities will run fine but not any more.
Youd be best of looking for alteast an air with 4GB.

According to Adobe's official Photoshop CC System Requirements it should work.
Actually the minimum RAM required is only 1GB.

Performance will depend on the complexity and size of the images you are going to work with. As the poster above stated 4GB would also be my minimum — and 8GB is what I prefer, these days.

Not only does it depend on the specs, it depends on the operating system. Photoshop might run surprisingly well with 2GB RAM, providing the MBA is running Snow Leopard. If the MBA is running Lion or Mountain Lion, no chance; the majority of that 2GB RAM will be sucked up just to keep the system idling. SL was amazingly light on resources compared to the newer OSs.
