I have noticed that when I select a background from my photos and set the scaling in settings, when I apply it as a background it does not scale correctly.

Anyone else having this issue?

Does it appear to be zoomed in? If so, this is for the parallax effect. It zooms in on the photo by default so that when you pan your phone up/down/left/right, there is extra content to be shown.

This was it.

I turned on "reduce motion" and it fixed it.

Too bad there is not an option for parallax without the zoom in to the center.
