Why does this happen and what use does it have?

It looks like you're using MyPhoneDesktop, which is the half blue / half black icon in your Dock and on the onscreen iPhone. Apparently one of the features of this application is drag & drop, where you can drag items to the side of your display, your iPhone appears and you can drop the items onto it to copy over. It sounds like it's not picky about actually dragging files though since it's triggering with just clicking and dragging at the edge of the screen.
