I currently need help trying to identify the cause for this system

it is a a1347 Mac mini "Core 2 Duo" 2.4 (Mid-2010)

the problem is that the board is getting no power when the PSU is connected but when the PSU is disconnected from the logic board it is showing that is has 11.91V on the multimeter but as soon as the PSU is reconnected to the logic board taking measurements it shows as 0 on the multimeter

the PSU has been replaced recently and I do not know if that could be the cause?

now i was told by a colleague that this could be a short in the logic board if so where would be the most common point of failure?

If it comes to it i have a rework station if needed

I have tried a smc / pram reset nothing

tried direct bridge for the power button

any other ideas or anyone who encountered this problem,
your input would be greatly helpful
