If you're getting the infamous "Waiting for changes to be applied" stuck in iTunes for iOS 7 Beta 5 & 6, after 11 fun days of trying to figure out the problem I've figured it out.

1) Close iTunes, unplug your device and reboot the computer.

2) On your iDevice, connect to your Wifi network & leave it on and reboot it too. Now plug your iDevice back to the computer.
*If you have any voice mails, delete them first* discovered by Ravi811*

3) Everything will sync and the problem goes away.

I've noticed I had 28 pics that didn't sync over the first time, that's why it was "waiting for the changes"

Thank you for your replay and especially your discovery dude.

What kind of voice mail do you have, Visual or normal?

(Tested again, this time I didn't reboot the computer and only the iDevice with Wifi on for syncing and it works)

Thanks for the tips!It really worked!!!May God bless you

Yeah, I've had to do this for my music to sync correctly (except the delete voicemail part)...I think it has to do more with iTunes than anything...hopefully iTunes 11.1 will be more compatible with iOS 7 (I'm sure they will both come out on same day, along with iTunes Radio).

I had this problem, and it would not go away until I manually removed all music and photos from my phone, then synced it all back.

I'm not so sure this is an iOS 7 problem because I once had it under iOS 6 as well. Something gets FUBAR with the file database on the phone and the only way to fix it is to nuke it from orbit. After all, it's the only way to be sure.

I hate doing this as I'm adding another erase-write cycle to all the flash memory on my phone. But until Apple fixes this stupid bug, it will have to be done occasionally. Sigh.

Tried all this on my iPhone 5 with iOS 7. No luck, still the same error message and it won't sync my music to my phone as well.

Resolved my issue by unchecking "sync podcasts" which isn't really that big of an issue to me because I found and really like a third party podcast player named "Podcruncher".

another fix to "waiting for changes to be applied"

After countless hours this past weekend with this same problem (iTunes stuck on "waiting for changes to be applied..." I finally have resolved it without having to completely rebuild my iTunes library (and losing my metadata in the process). For background, I updated my iPhone 4s while I was traveling, and when I returned home, I was no longer to update music in iTunes (it would hang).

The problem, it seems, is related to several factors:
1) you have enabled "Find My iPhone" in the iCloud settings on your iPhone
2) you have initiated a download of music through iTunes on your iPhone, and the downloads have not completed
3) you have a corrupted Voice Memo, causing duplication on each sync

Here's what I ended up doing:
on your iPhone / iPod / iOS device:
1) disabled "Find My iPhone" on the iCloud settings of my iPhone
2) gone to the "Downloads" section of the iPhone "iTunes" app and deleted every in-progress download
3) go to Voice Memos app and see if there are recordings in the list that may have been duplicated
you can also check the "Voice Memos" playlist on your iTunes library
- delete any duplicate Voice Memos; if some memos are gray and can't be deleted see below
4) do a cold reboot (hold down top bottom, power off, then on again) but do not dock your iPhone yet

on your iTunes:
5) change your iTunes -> Devices preference to "Prevent iPods, iPhones, iPads from syncing automatically"
you can now dock / connect your iPhone to iTunes
6) select "Manually manage music and videos" in the Summary tab for your iPhone within iTunes
7) go to the Music tab for your iPhone within iTunes
- you may see a list of music at the bottom called "manually added music"
if present, select all items in this list and Delete to remove them
8) uncheck "Sync Music" at the top of the Music tab and "Apply"
- this will remove all music from your iPhone
9) if the iTunes sync completes properly, perform a Local Backup of your iPhone (you may need this later)
10) re-enable "Sync Music" but uncheck "Voice Memos" and "Apply"
- if this fails, you have a corrupted memo - see below
11) if this sync completes, change your iTunes -> Devices preference to disable "Prevent iPods, iPhones, iPads from syncing automatically"

12) Go back to your iPhone -> iCloud preferences and re-enable "Find my iPhone"

possibly optional steps needed:
a) make sure you have a backup of all of your Voice Memos (check iTunes)
you may want to copy off these files and then remove them from iTunes, especially if there are duplicates
b) if your Voice Memos database is corrupted, you may need to clear out the iPhone internal database
there are third party utilities (I used "iPhone Disk") that let you access the directory even on a non-jailbroken phone
b) remove all files from the "Recordings" directory
c) cold-boot your iPhone
d) repeat steps above

Again, this sounds painful (it was!) but after many tries, this is what finally allowed my iPhone 4s with iOS 7 to once again sync properly with iTunes 11.1. This process will preserve your iPhone settings, voicemails, Messages, etc. And, it will let you retain your iTunes library without rebuilding.

I was having the same syncing problem with my 4S, iTunes 11.1.2 and iOS 7.0.3. Time after time, it would hang up during the "Finishing Sync" process. No new music would be added, nor would playlists be updated.

I went to the Music tab and unchecked "Sync Music." When I did, I got the warning asking me if I wanted all music to be removed from the device. I said yes and did another sync. After doing so, it still was getting hung (although the sync button became active again), and there were still a couple of playlists and songs left on the device (as well as an audiobook). I went to the Books tab and unchecked "Sync Audiobooks" and clicked "Apply." After the sync, once again it was hanging and the sync button became active.

Here's what I think helped: On the iPhone, I deleted the remaining playlists and songs by swiping over them (just as you would delete an email). From then on, when doing a sync, it didn't get hung anymore...Completed the sync process very quickly.

I then re-checked "Sync Music" and "Sync Audiobooks" on their respective tabs and re-selected the playlists and music that I wanted to sync, and everything synched as normal. All new music was added and playlists were updated upon re-uploading.

Update: I'm on iOS 7.0.4 for undisclosed reasons, and was having trouble even after the Voice Memos fix mentioned above. Here's how I fixed it:

1. Delete all items in the voice memos folder (/Recordings) using the file manager in iFunBox.
2. Delete the voice memos playlist in the /iTunes_Control/iTunes folder. This step was not mentioned above, and doing it immediately caused my sync to work again.

Deleting voice memos fixed it!

I deleted the voice memos from the itunes folder while it was hanging on "changes to be applied" and PRESTO! it completed the sync.
I ran the sync again and it worked like a charm.
**i do sync over 12 gigs of music, 6 gigs of apps, 3 gigs of photo/videos, 3 gigs of "OTHER"

FYI::
I did previously delete my voicemails prior to this and also checked to make sure i had no pending purchase downloads.

Quickfix

This problem is easily solved with 1 minor change.
Summery for iPhone connection in iTunes.
Tick box; Sync with iPhone over WI FI.
Go to FILE / DEVICES / SYNC IPHONE
The problem seams to be in the USB connection.
