In the past, free updates have only been available if you bought the computer after the release date had been announced.
In other words, it's looking like a "no", but it'll likely only be a $20 upgrade.
$20 will not break the bank, but after spending almost $1600 on a brand spanking new MacBook Air one would expect a little bit of consumer courtesy.

Also while I agree with the posters above saying that you may be able to wrangle a free download if you bought it very soon after the announcement, it may be better to wait 4 weeks and any bugs to clear before you download it. And for that, its worth paying the $20 upgrade fee. (to avoid a buggy system which you can't use)

My reasoning was that Mavericks might be buggy as hell, so better to have a working OS on my new Air and update after a few weeks.
Maybe... last year with Mountain Lion Apple had an "Up to Date" program where if you bought a Mac after June 11 you got a free copy of Mountain Lion. Mountain Lion was released on July 25. It is a good bet they will do something similar this year with Mavericks.

basically that was the 2 week no-questions-asked return period. they didn't want people just returning the laptop and buying another one a week or 2 later just for the new OS.
so yeah -if you buy a new computer within 2 weeks of release they will definitely give it to you for free. if you're near to that 2 weeks then maybe, depending on the discretion of the person you happen to talk to. beyond that, unlikely.
You need to check the dates again. June 11, 2012 to July 25, 2012 is 44 days, not two weeks. This was far beyond the normal 14 day return period.
Moreover, who do you think would shoulder the cost of giving people those "free" upgrades? everybody else.
