I can't delete files and keep getting 'the operation can't be completed because an unexpected error occured' (error code: 100022)

I have looked around the internet but can't find a satisfactory answer.

It is OS 10.7.5

When I try to create a new user account it won't let me unlock the padlock in system preferences.

I couldn't create a new account at all, including an new administrator account because it wouldn't let me unlock the padlock.

It's my computer. I will restate the problem:


I can't delete files and keep getting 'the operation can't be completed because an unexpected error occured' (error code: 100022)

That's just one symptom of the issue. The other, more disturbing one is that you can't change a System Preference while you're in what I presume is an administrator account.

There's not an easy fix for this. If it were me I'd try to enable root user via Terminal, then use the root user credentials to try to create another admin account. If that succeeds, I'd log into the new account and see how things are working.
