5 dots vs 4 bars on iphone 5s

Just noticed that the 5s now has 5 dots vs 4 bars that the 5 had with ios 6 when it relates to signal strength. I put both phones in field test mode and LTE was the same at -118 db, and the iphone 5 showed 1 bar out of 4 and the 5s showed 2 dots out of 5. Kind of makes the iphone 5s look like it has a better signal. 2 dots vs 1 bar.
 
iOS 6 has 5 bars.
