Sync fails after trying to restore from backup.

I had my ipad mini replaced today. I installed iOS 7.02 on the new ipad mini and I selected the latest local backup (from my old mini) from Restore Backup. It completes this process. it seems like some of my settings are on the ipad mini now and there's one non-stock app that is present on my dock but it's not fully downloaded. My ipad shows 12GB free. When I click on the ipad in iTunes it appears the usage bar is from my old backup showing only a few GBs free. When I click sync it goes through 6 steps. on the 6th step it starts to transfer files but almost immediately stops. I don't get any indication file transfer failed and there's no new files or apps on my mini. Any suggestions?
