I'd like to take a video, and add a progress bar over it, and a timer (as a count-down). Is there a way to making something like this in iMovie? It would be a specific amount of time, which would correspond with a decreasing progress bar next to it.

You can do it for sure in FCP X using what they call a "generator"
In iMovie if it lacks that feature you could create the progress bar as a separate video than composite them together.
