Acrobat Alternative for Editing PDF Table of Contents?

I need an alternative PDF editor that will let me edit the TOC of a pdf file. Preview can't do this. Acrobat works, but is too powerful for my needs. Thanks.

Come on PdfPenPro is just ****. It takes about 5 min to save a modified pdf(500 pages or more), and it loses response for always when saving. I wonder how you can put up with that.
