I had to hold the power button on my PowerBook g4 with leopard on it and now when I log in, the menu bar won't load and os x just tells me spotlight quit unexpectedly. This keeps happening and I'm having to reinstall the os each time. Can this be resolved?

Cascadia
Even then, the menu bar won't load :(.

Does the Dock load? If so, launch an application - it sounds like Finder itself has become corrupt. (I've had Finder *CRASH* on me a few times, so that I get symptoms similar to yours, but it relaunches fine on reboot. And you can get the menu bar to load by simply launching another app, which allows for a proper shutdown.)

Even when doing a proper shutdown using that method, still no bar.
