I have a really good idea for an App. Who would I go too?

I know a little HTML and coding language but not enough to program a smooth running app.
Are there people out there (that know how to program) that are looking to partner up with someone for ideas.
This idea is great (don't want to post it online in concern someone might rip it)

What is your current favorite app? Perhaps you could contact the developer of that app and talk to him/her about your app idea.
