No 'Clean Up By' Option in Downloads Folder

For some reason, this only occurs in Finder in the Download section. Most finder windows give the option to 'Clean Up By', but Downloads only gives 'Arrange By' option. Also when I attempt to drag an item in the window to another location, it shoots back to its previous location, and does not stay where I want it to.
Any suggestions?
