I am new to Apple.

I need the capability of iOS6 regarding local sync. Will/can a JB allow me to get 6.x and, if so, how is this achieved?

If you are on iOS 7.0.6 you can jailbreak. But you're stuck on iOS 7.0.6. There is no way to downgrade the OS.
