Can you revert back to OLD ios?

Generally you cannot downgrade. There are a few exceptions to this, but not with the iPhone 4s/5/5c/5s.

My iPhone 4, that I use for an iPod in the house, is really slow running iOS7.

I have a original iphone on ios3.1 I think. Can I downgrade it to ios 1.0?

Yes you can, Apple still signs all the iOS versions for the first iPhone.

Its going to be real hard to go that low and will need many hacking tools and old firmware and itunes versions.
I think the lowest some where able to get their original iphone 2G was 1.1.4

Apple never signed firmwares for the first generation iPhone. It wasn't until the 3Gs that Apple started signing firmwares with SHSH blobs.

whats the lowest I can go that is the easiest?

I believe its 1.1.4 but I haven't tried it myself.
Search in the hacks section, there's a few threads with people want to downgrade and what programs and what you will need to do to go down as early ios version as possible.

Applejuiced is correct. 1.1.4 is the easiest to get to. But others have been able to get to 1.1.1 with lots of work. Those were the good old days, the iOS 1 days...
