With the new iCloud tier subscription service that was announced with photos for iOS 8, does this mean that I can use the price tier system for iTunes Match to add my iTunes collection to the iCloud?

iTunes Match is a $25/year service that allows you to match and store a limited, yet still generous, amount of music in the cloud. With that said, the matched iTunes music does not count against your current iCloud storage allotment. Therefore, a higher-tier storage option is not needed for iTunes Match.
