What are the requirement for continuity and hand off?

Does iPhone 4S and iPad 3 work? These devices do not have Air Drop capability and I believe these devices do not have Bluetooth LE support.

Even with iPad 4, new iPad mini with retina display, I seems cannot get hand off work with Mac Mini 2011 and MacBook Air 2012. I enabled hand off on System Preference, still not working?

P.S. Why is Mac Mini 2011 cannot AirDrop between iOS devices?

They both DO have Bluetooth LE support.

They don't have AirDrop. Something with the wifi chip.
