I am looking for a used 27" iMac, it doesn't matter what model, I am mainly interested in the 27" screen size. The HDD will be replaced with an SSD right away and I can upgrade the RAM with ease. What I am concerned with is the lowest price I can pay for one. How much should I expect to pay?

Do you want new, refurbished, or used?

Check macmall, bestbuy, and b&h for new.

Check Apple for refurbished.

Check ebay and craigslist for used.

What you find there will answer your question.

RAM and the HDD are upgradeable like you have said, I guess what depends is what type and speed processor you want. Some 27 inch iMacs can be as low as $750 dollars, but it depends on where you find it.
Sometimes it's just the luck of the draw  I remember seeing a 2012 8 core Mac Pro with a Thunderbolt display, maxed out RAM, graphics, and it had about 4TBs of storage go for about $2000. It really depends :D

A fully working 2009 or 2010 iMac 27" sells for about $650-$750 on eBay and Craigslist.
$650 is the cheapest you'll probably get.
