are you doing trying to download this from your iOS device?
Might be some sort of ad blocker or host file blocker preventing access

Sounds like you need to have someone else DL it to a thumb drive for you. You have some sort of computer/internet access/firewall problem.
Where are you downloading it from?
If you're at work or college or some other public place the site might be blocked by the network admin.
