I am wondering if it is possible to add an external hard drive to make it possible to game in 720p on Games.

A hard drive will not help in graphics performance whatsoever. Going by your title, there aren't really solutions to attach a graphics card externally.

Yeah, there isn't a way to add an external GPU, for multiple reason.
The only way to really add an external GPU on a Mac is with a ThunderBolt GPU Dock, which macbooks without TB don't support
