iOS Submit app to the App Store, now only in Xcode 6?

I'm making an app in Xcode 5.
I don't know- can I submit it to the App Store, or must do it in Xcode 6?

I read:
What version of Xcode can I use to submit my apps?
You should use the latest version of Xcode available on the Mac App Store to submit your apps. New iOS apps and app updates submitted to the App Store must be built with release versions of Xcode 5 and iOS 7.1 SDK.
