this is probably a stupid question with no possible answer :

I have a water-damaged machine. it's still starting up with heavy fan sound and no screen, when I plug it to my TV with HDMI there's still no signal.

Does it mean that my screen is completely dead or is it a big chance it's only a problem with my graphic card, and how can i check that?

If you're not getting any signal from the HDMI port, then its not just the screen that is damaged, but the logic board. Typically if a laptop incurs water damage the screen is usually not the component that shorts out, but the logic board.
