I just downloaded Simply ios8 widgets and would like to apply one. However, they do not show up in Winterboard. Am I missing something?
Widget ignorant.

Do you mean an iWidget?

iWidgets are applied by pressing and holding on the Springboard. A menu will pop up and allow you to select the iWidget you want.

No problem!

If you ever decide you want any iWidget you install on your lockscreen, keep in mind iWidgets are simply HTML code. LockHTML will put iWidgets on your lockscreen if you are inclined to do so. ;)
