I don't believe you have to do anything to turn that warning on, it just automatically pops up if you have not backed up in ten days.
Disabling Time Machine in System Preferences should do the trick.

I might be misreading, but I think OP wants TM turned on and wants the notification.
Dunno. I use two drives that I rotate (one on, other offsite). Did not get a notice for 10 days, but got one yesterday for 14 days. So, maybe now waits a bit longer for notifying? Or in my case, my disks are on a two-week schedule, so, "smarter" now in that it noticed the cycle is off?

I may be way off on this but if TM is on, doesn't it automatically back up every hour or so? With it on or off just click on the TM icon on the menu bar and it says last back Month/Day/Year.
