Instructions here:- http://blog.twocanoes.com/post/42453643591/bootcamp-on-a-3-tb-fusion-drive

I have used them and have three partitions on an external hand made Fusion drive. One Windows data, one OS X data and one OS X Time Machine.

A common reason for this error code is that the disk is still in use somewhere.

PS As per the instructions I linked, make sure you have a backup of your data before mucking around with partitions. I know this from experience (Time Machine came to the rescue).
