Bought daughter a 27" Retina as a gift. Also purchased RAM to upgrade it to 32GB. Is it OK to install the new RAM before it is "fired up" for the first time, or is it better to wait until she gets it up and configured before installing the new RAM? Thanks!!

Start it up and go through the initialization procedures. This is to ensure it is not DOA. Once everything is confirmed OK, then add the memory.

If the memory is bad and corrupts the initial startup, you would never figure out what went wrong.
