Hello. I am trying to put this on my website:

Now I know html and built a whole site myself (http://homepage.mac.com/davidwes) but I have not used .css before. The problem I'm having is that my menu needs changing whenever I add a page and I know .css is supposed to help with that. I store the menu in one place and the page pulls it up.
On the page above is the style I want my menu to be (maybe not that color) but I don't know how to actually put it in my html page, and how to make it so that every page on my website will change whenever I change it.
