can anyone suggest me the style of fan or heatsink/fan to put on this thing?
This is the card out of my HP. Could the seized fan be the reason for lagging video?
You can simply replace the fan with any other fan of similar size.
Before replacing it, first try to oil it.
Unscrew whatever screws or fasteners are required to get the fan off
Then gently pull off the propellor
It may take a lot of force so just gently wiggle it around while pulling it up until it comes off.
Then put a drop of oil in the hole in the middle where the shaft goes. Use 3-1 or something like that, WD-40 may be too <opposite of viscous>.
Push the propellor back on and reassemble. Then test.
If it doesn't work then you probably need to replace it.
On this page is the same card as yours, but it has more images:

And here is a side view of the GPU:
Now I see that the fan sits inside a "cage" of heatsink. This may be tricky to find a replacement, or you could replace the heatsink too.
You could probably try a 40mm fan, if that is the same size as this fan.
Then cut the enclosure of the fan until you only have the support bars to hold the motor.
Then craft a way to attach it to the heatsink.
If you have the space, you could just put the 40mm fan on top of it.
You could also try a blower/centrifugal/laptop fan. Maybe have the propellor inside the cage, or have the entire fan assembly on the side of the cage.
But because of this weird design it will be rather difficult. Can the heatsink be replaced?
