Right click option not staying active after restart

I am running windows 8.1 on a 15" MacBook Pro (Mid-2014); and when I set the Secondary Click option in the Boot Camp Control panel after I restart the Secondary Click options becomes inactive.

It's getting really annoying have to keep setting this option every time I restart.

Has anyone else experienced this issue?

I got it working. It turns out that the Boot Camp helper wasn't enable in the start-up items.
