I remember seeing a post about a progam that will let you run windows apps within OSX with out installing windows. Is this program really out there or was I just seeing things. Any help would be great in helping me out.

You are thinking about Darwine, the MacOS X port of WINE. The most recent release is still a developer preview. Darwine works for some users, but it has a long way to go before it is ready for primetime.

Darwine will probably never be ready for prime time. It emulates the entire windows libraries. There will always be stuff that it cannot run well. Having said that if what you want it can run it is probably the best emulation method out there.
If you're on a PPC mac, you could try using virtual PC. It is an emulator for osx that lets you install windows apps. Ohhh, are you thinking of a solution that requires "<i>not installing <b>ANY(?)</B> windows components</i> ? OR would you be fine installing a chopped down copy of windows? Im confused.
