Well, now's the time I really want Time Machine, but nevermind!
I just reinstalled OS X 10.4 from scratch on my PowerBook, and updated up to 10.4.6, and am pleased to report my issues with Safari have been solved.
It was randomly locking up etc.
I'm just backing up my intel iMac with a view to rolling it back as well, tonight.
Hopefully this will be useful information for people having trouble with 10.4.7
