0% black or paper white. What's the difference.

I have noticed that some people use 0% white where I would have used 'paper' as the colour. This is where the paper *is* white. What is the technical difference between these two alternatives?

you dont have to use White Paper.

i think thats the point.

natural paper with wood flecks etc....?
