Monitor with VGA/DVI inputs for watching tv?

Was just thinking about getting, say, the Dell 22" that doesn't include component inputs... what are the options for hooking it up to a cable box? Will it likely only work with HD boxes, and since it's not quite HD resolution, will it down-convert?
