Tab Key, Cycling

Right, what I'm wondering about is why when I use the Tab key in other forums I can't get it to Cycle to the Submit Button as it works here? Do you think I need to do something different. Are you able to follow what I'm saying, LOL?
If not I can create an illustration.
This is the typed message, you can see the cursor after Illustration.
Once I hit Tab, you see how the Submit Reply is surrounded by a series of dots indicating that Submit Reply is active? Then I just hit enter and the post is made.
