how to disable keychain access on OSX ???

its really pissing me off somone did somthing and it keeps popping up on near enough every web page....how can i turn this off completetly

You cannot turn it off. You can remove ~/Library/Keychains/login.keychain and the pop-ups should go away. Or change your password on the keychain in Keychain Access.app.
